CAWLB Minutes CAWLB May Meeting Minutes 5/3/06 Meeting was called to order 7:10 am Present: John Goring, Ferrell Culberson, Martha Kiser, Chuck Hiley, Linda Crockett, Leroy Garrison, Bill Bussey, Joyce Cole, & Dean Collins. Kelly or Sharon not able to attend meeting & minutes not available from April. John read from his notes what was discussed at April meeting. Old Business Leroy Garrison brought up that property on Orange Court was still not cleaned up & code enforcement not being enforced. Having a rat problem and wanted to know if anyone had any ideas to get rid of the rats. Leroy lives on West Lake Brantly Rd. behind Orange Court property. Treasurer Report Read by Farrell. Farrell read financial statement prepared by Denise Burchard. At the end of April we had $ 13,658.89 New Business Ferrell stated that buoys not in place at park yet. Dale still working on boat ramp plan per Martha and should have more info by next meeting. Bill Bussey said that the Utility Company hasn't sent out letters yet in reference to getting 50% approval for city water on Terrace. Bill will send out letters and start the process. The letter will explain costs, etc. to residents. Requires 1 or 2 fire hydrants. Chuck Hiley interested in city water also and will check with residents on Pleasant Dr. Bill Bussey will know more about carp fish by the June Meeting. Meeting was Adjourned at 7:50 pm April None CAWLB Annual Meeting Minutes 3/18/06 The meeting was called to order by President John Goring at 11:35am at the Beach Park. Board members in attendance were John Goring, Farrell Culberson, Linda Crockett, Phil Coffaro, Kelly Levinson, Sharon Chamness, Chuck Hiley, Martha Kiser and various other members of the CAWLB. John reminded everyone that we have a website and that Chuck regularly posts all announcements on the site at www.CAWLB.org Hot Issues: Boat Ramp: We are working to build a new boat ramp; we already have $20K towards it. If you want to donate $50, Kelly Levinson will give you a $50 gift certificate to Barney’s Steak and Seafood while supplies last. Neighborhood Watch Program – if you see any suspicious activity you are encouraged to call 407-655-6500. Swing-set: We need a new sturdy one and will have to raise money for it. Canals: Recap of what we used to do: Harvested in 1999 and it seemed to make the problem worse. Hired the Lake Doctor to spray for the weeds, but that doesn’t seem to be working either. Fertilization is causing problems as well. Carp fish were used at one time and the fish ate everything, there was low bass for several years, but they came back and carp don’t reproduce. The Lake Doctor is $230/month – and the Chemical spray puts more build up in the canal Carp is $48,000 – so we’d have to partner with other HOA’s on Lake Brantley Issues for the next Board of Directors: Meeting 1st Wednesday at 7pm each month at the Hunt Club Sheriff’s Office WLB Drive & Westwood Fence at power lines is torn down and kids on ATV’s now can’t get anything through because of construction. County Commissioners – we aren’t getting anywhere. Sharon will make some calls. The possible widening of Sand Lake Road Sidewalks: They are taking out the swales to put construction walkover by the bridge Sanlando Utilities: If 50% of the people want city water/sewage they will kick in ½ of the money and start on it. Everyone was encouraged to come to the meeting to discuss their concerns. Welcome to our new Board Members: Bill Bussey Robert Martini Ray Cintron CAWLB MinutesFebruary 1, 2006President John Goring called the meeting to order at 7:11 PM at the Seminole County Sheriffs Substation at Hunt Club. Members in attendance included John Goring, Farrell Culberson, Sharon Chamness, Chuck Hiley, Martha Kiser & Phil Coffaro & Linda Crocket. Absent were Kelly Levinsen who gave Phil proxy & Denise Burchard. The Minutes from January 11th were accepted. TREASURERS REPORT & FINANCIAL STATEMENT Read by Farrell Culberson: $14,569.87 Ending Balance 12/31/05 $ 4,120.00 Income $18,689.87 Balance $ -6,000.00 Transfer to Boat Ramp Account $ -774.93 Expenses $11,914.94 Ending Balance 1/31/06 Our budget for 2006 is $10,000. The Canal Fund currently has $6283.56. The Boat Ramp Fund currently has $18,475.95. We will wait for the OK from Denise to transfer an additional $1,524.05 to bring the Boat Ramp Fund up to an even $20,000. Financials were accepted NEW BUSINESS Apparently the 10 foot strip of land that runs along the North side of the canal between the bridge on West Lake Brantley Dr. and the lake is owned by the association and is known as “Best Ever Park”. It was motioned by Sharon that once this is confirmed, all owners of adjacent property will be notified so that there is no question of proper ownership of the land. This was seconded by Chuck, and all were in favor. There may be other land that is owned by the association that has been absorbed by property owners over the years. Research into this land is going to begin to see if there is land that CAWLB, and therefore the Board, needs to be aware of. Mary Ann Campbell, a former CAWLB Board Member may have pertinent information. Phil will also research this possibility. Our concern is that if property owners build on land that is actually owned by CAWLB, who is responsible and therefore liable. We will need to find out our legal rights and responsibilities in regards to Best Ever Park and any other properties in question. There is concern that the Seminole County may not have a correct PO Box for CAWLB and we may therefore not be getting important mail. Phil will confirm with the County that they have our current PO Box. ANNUAL MEETING The date for the Annual Meeting is March 18, 2006, from 10 am to 1 pm. The newsletter that is going out 3/1 will request that members bring a side dish, chairs and if handy, a grill. Board will provide hot dogs, hamburgers, buns, sodas, condiments, trash bags & paper products. Martha & Phil will try to enlist Janice Kagen to assist them at Costco. Sharon will secure a Port-O-Let for the weekend. Farrell will try to find a Karaoke Machine to use as a sound system. We will try to rent the same bouncers & cotton candy machine as last year. Picnic is budgeted at $500, same as last year. BEACH PARKAnother reminder to all to report suspicious behavior at our BEACH PARK to the Seminole County Sheriff at 407-665-6650. The swing set is still broken. Farrell was waiting to hear from someone about getting it fixed. Phil & Chuck will meet and go see if they can fix it. Linda will remind them. It is important to have the swing set fixed prior to the annual meeting. After the key exchange, a member got locked in to the park because her NEW key would not work in the lock. The locksmith who installed the new lock came, took the lock apart, repaired or replaced what was needed, and the lock now works. BOAT RAMPWe paid an engineer $250 to begin drawings of the existing and proposed Boat Ramp. Another $250 will be due when he is done. They will be signed and sealed. Hopefully we will have these drawings available to show members at the annual meeting. NEWSLETTER The March 1, 2006 Meeting will include folding & stuffing newsletter. Any information for the newsletter should be submitted to John in advance of that meeting so he can forward to Chuck for printing. Phil will print envelopes for all and invoices for those who have not paid. We would like a “timeline” of sorts for the Boat Ramp Project to get members excited about helping this project move forward with additional donations. If all goes well, the next Board should be able to begin on the project by Fall 2006. COMMUNITY APPEARANCEJohn Goring informed the board that the case regarding the “blight” on Orange Court has been postponed until the end of March 2006. No reason was given to him for this delay. There is currently a home on Terrace that is also a concern to neighbors. CAWLB Meeting Minutes 1/11/06 The meeting was called to order by President John Goring at 7:25 p.m. at Farrell’s house. Board members Denise Burchard, Farrell Culberson, Linda Crockett, Phil Coffaro, Kelly Levinson, Sharon Chamness and Martha Kiser were in attendance. From 7:05-7:25 we watched video footage of Lake Brantley boat ramps. Secretary’s Report: The minutes were approved as published. Treasurer’s Report: The November totals were corrected. For the current year we have $2875 in income plus 6 new members that haven’t been deposited yet. We have a total of 51 members and the key swap was set for Saturday 1/14/06 from 10a-12n. Income $2,875.00 Expenses $476.87 Boat Ramp Fund $12,462.82 Canal Reserve $6,177.80 12/31/05 Ending Bank Balance $14,569.87 Currently for the boat ramp we have $12,462.82 and $6000 estimated for 2006, so approximately $18,500 for the boat ramp. That is enough to get a quote. All site work has been done and they still have to be paid around $250. A motion was passed to move $6000 into the boat ramp fund and when next months numbers come in we’ll add another $1500 to it to make it an even $20,000. Beach Park: The swing set is still broken. Farrell will ask a friend down the street if he will fix it. All agreed they would try to find someone to volunteer to fix it. Newsletter: We are going to wait to see how many members we get at the Saturday key swap. Then on 3/1/06 we’ll mail and stuff the envelopes. Any information members and residents would like to have put in the newsletter will be gratefully accepted. Meeting Last Night 1/10/06 at the Seminole County Sherriff’s Office: We are encouraged to do our own patrolling and are not encouraged to kill anyone, but yet to be the eyes and ears of the police. If you see anything suspicious, call 911 (this goes to the local Seminole Police Department) or 407-665-6000. They encourage us to call, it is not any inconvenience for them as they want to be made aware of any suspicious activity in the community. What the police are noticing lately is the criminals are checking locks on car doors, finding the garage door opener and getting into the houses and robbing them. They recommend locking your car doors and keeping the garage closed. You can volunteer to join Citizens on Patrol. It is a 14 week class.
